Microsoft and Apple operate totally different Stores, and control these ecosystems very tightly.
The App Store model is based on a simple "buy once" philosophy, which gets you into the ecosystem on each platform, and means you get updates free of charge, securely and automatically.
However, this model - since the Stores handle the billing/purchase/install process themselves - means that there simply isn't a way for us to cross-grade or migrate customers between platforms.
